Opinion: J&K Election: 10 Years On, Which Way Will The Wind Blow?

The third and final round of voting for the Jammu & Kashmir elections will be held tomorrow (October 1). This is the first assembly poll in the erstwhile state after 2014. The last 10 years have seen momentous changes in the political complexion of the region. Soon after the 2019 Lok Sabha polls, Article 370, which gave a special status to the state, was rescinded. Further, it was divided into two Union Territories – Ladakh and Jammu and Kashmir. The Bharatiya Janata Party (BJP) has promised to restore Jammu and Kashmir's statehood in future. And while a few regional players have sought a restoration of the special status of Jammu and Kashmir, the Congress has been non-committal on it. Lok Sabha MP Engineer Rashid's Car Attacked During Poll Campaign In J&K

The campaign vehicle of Baramulla MP Engineer Rashid was attacked Sunday by an assailant who stomped on the bonnet and the front windshield, damaging the glass. Sheikh Abdul Rashid (57), popularly known as Engineer Rashid, who was in the car when the incident happened was unhurt. The car was attacked in the Langate area of Kupwara district on the last day of electioneering in north Kashmir. A video of the attack which appeared on social media showed a man climbing and stomping on the bonnet and the front windshield of the vehicle. Rashid's Awami Ittehad Party has not commented on the incident so far. According to sources, the assailant is a former aide of the Member of Parliament and was instrumental in his Lok Sabha election campaign in April-May, but has fallen out with him since. Jammu Bus Attack: Anti-Terror Searches Underway In Rajouri, Reasi

National Investigation Agency (NIA) on Friday launched searches at multiple places in Rajouri and Reasi districts as part of its investigation into the deadly terror attack in June on a bus carrying pilgrims who were returning from Shiv Khori temple, officials said. Nine persons, including seven pilgrims from outside Jammu and Kashmir, were killed and 41 injured when terrorists opened fire at the bus on June 9. The bus, on its way from the Shiv Khori temple to Katra, veered off the road following a barrage of gunfire and fell into a deep gorge near Teryath village of Pouni area in Reasi. On June 17, the Ministry of Home Affairs (MHA) handed over the terror attack case to the NIA. Government Extends AFSPA In Parts Of Nagaland, Arunachal

The Armed Forces (Special Powers) Act, under which an area is declared as "disturbed" for the convenience of security forces, has been extended in eight districts in Nagaland, three districts in Arunachal Pradesh and some other areas for six more months after a review of the law and order situation in the two northeastern states. An area or district is notified as a disturbed area under the AFSPA to facilitate the operations of the armed forces. The AFSPA gives armed forces operating in disturbed areas sweeping powers to search, arrest and to open fire if they deem it necessary for the "maintenance of public order". In a notification, the Union Home Ministry said the central government in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (28 of 1958) had declared eight districts, and 21 police stations in five other districts of Nagaland as 'disturbed area' for a period of six months with effect from April 1, 202...

Over 56% Voter Turnout In Second Phase Of Jammu And Kashmir Assembly Polls

The second phase of polling in the Jammu and Kashmir assembly elections saw a voter turnout of over 56 per cent on Wednesday, with the democratic exercise passing off peacefully amid tight security. While there was significant participation in key constituencies in 26 seats spread over six districts with long queues of voters at polling stations since early morning, 20 of these segments recorded a marginally lower turnout than in the 2014 assembly elections, when the overall voting was 60 per cent. Detonators, Gas Cylinder Found On Rail Tracks In UP, Madhya Pradesh

At least 10 detonators were found on a railway track in an attempt to blow up the train carrying Army personnel in Madhya Pradesh's Burhanpur district, officials said today. An Army jawan was killed and six others injured when their vehicle skidded off the road and fell into a deep gorge in Jammu and Kashmir's Kathua district, officials said on Saturday. 3 Jawans Dead As Bus Falls Into Gorge In Jammu And Kashmir's Budgam

Three Border Security Force (BSF) soldiers were killed and six were injured when the bus in which they were travelling fell into a gorge in Jammu and Kashmir's Budgam district, the police said. The six injured soldiers are critical, the police said. The 52-seater vehicle was part of a seven-bus convoy going for the BSF's induction for deployment for the next phase of the assembly election, the police said, adding 35 BSF soldiers were travelling in it. Jammu And Kashmir Phase 1 Polling Turnout Didn't Reach 2014 Election Level

The voter turnout in the first phase of the Jammu and Kashmir assembly elections failed to match the voter turnout in the 2014 election when it was still a state and not a Union Territory. The first assembly election held after a gap of 10 years was expected to break previous voting records. Instead, the voting percentage has come down at many assembly constituencies compared to the turnout in 2014. Improved security situation, no election boycott call by separatist groups and also participation by Jamaat-e-Islami were seen as factors that may boost poll participation. According to the Election Commission, 61 per cent voter turnout was recorded for 24 seats in the first phase. In the 2014 assembly election, 66 per cent polling was recorded despite boycott calls and dismal participation in some urban seats.
